मुख्यमंत्री पुष्कर सिंह धामी ने आपदा प्रबंधन विभाग की बैठक मे अधिकारियो को दिये निर्देश
मुख्यमंत्री पुष्कर सिंह धामी ने मंगलवार को सचिवालय में आपदा प्रबंधन की बैठक के दौरान अधिकारियों को निर्देश दिये कि मानसून से पूर्व सभी आपदा प्रबंधन की पूरी तैयारी कर लें। सभी विभाग चुनौतियों का सामना करने के लिए तैयार रहें। आपदा की दृष्टि से संवेदनशील स्थानों के चिन्हीकरण शीघ्र किया जाय। आपदा की दृष्टि से संवेदनशील स्थानों पर वैकल्पिक मार्गों की भी व्यवस्था हो। यह सुनिश्चित किया जाय कि आपदा में सङको के क्षतिग्रस्त होने की दशा मे आवागमन की व्यवस्था शीघ्र सुचारू हों। संचार व्यवस्थाओं को लेकर सतर्क रहने की जरूरत है, क्योंकि आपदा के दौरान संचार व्यवस्थाएं सबसे अधिक बाधित होती हैं। संचार व्यवस्थाओं के सुदृढ़ीकरण के लिए पूरी तैयारी की जाय। मुख्यमंत्री ने कहा कि प्रदेश के मैदानी क्षेत्रों में नालों की सफाई पर विशेष ध्यान दिया जाय। यह सुनिश्चित किया जाय कि वर्षा के कारण शहरों में जल भराव की स्थिति उत्पन्न न हो।
मुख्यमंत्री ने कहा कि आपदा प्रबंधन तंत्र को और मजबूत बनाया जाय। आपदा की दृष्टि से संवेदनशील क्षेत्रों से जिन परिवारों के पुनर्वास की व्यवस्था करनी है, वह शीघ्र की जाय। यह सुनिश्चित किया जाय कि आपदा प्रभावितों को आपदा प्रबंधन एक्ट के तहत मुआवजा राशि शीघ्र प्राप्त हो, इसमें किसी भी प्रकार की लापरवाही बर्दाश्त नहीं की जायेगी। मुख्यमंत्री ने कहा कि आपदा से प्रभावित क्षेत्रों में पुर्ननिर्माण कार्यों के लिए धन का अभाव नहीं होने दिया जायेगा। उन्होंने अधिकारियों को निर्देश दिये कि आपदा प्रभावित क्षेत्रों में पुर्ननिर्माण कार्यों को शीर्ष प्राथमिकताओं में रखा जाय। किसी भी प्रकार की आपदा से निपटने के लिए जन सहयोग बहुत जरूरी है। आपदा की दृष्टि से संवेदनशील क्षेत्रों में लोगों को आपदा प्रबंधन का प्रशिक्षण दिया जाय। आपदा के दौरान सराहनीय कार्य करने वालों को सम्मानित भी किया जाय। राज्य में एस.डी.आर.एफ को और मजबूत करने के साथ ही संख्या बल में भी वृद्धि की जाय।
मुख्यमंत्री पुष्कर सिंह धामी ने बैठक के दौरान अधिकारियों को निर्देश दिये कि यह सुनिश्चित किया जाय कि ग्रीष्मकाल एवं मानसून अवधि में पेयजल एवं विद्युत आपूर्ति सुचारू रहे। पेयजल एवं विद्युत आपूर्ति के बाधित होने की काफी शिकायते आ रही हैं, इन समस्याओं के समाधान के लिए अधिकारियों की जिम्मेदारी तय की जाय। ग्रीष्मकाल में वनाग्नि की घटनाओं को रोकने के लिए हर संभव प्रयास किये जाय। वनाग्नि को रोकने के लिए जनसहयोग के साथ ही लोगों को जागरूक भी किया जाय। मुख्यमंत्री ने सभी जिलाधिकारियों को निर्देश दिये कि मानसून शुरू होने से पूर्व जनपद एवं तहसील स्तर पर आपदा कंट्रोल रूम पूर्ण रूप से सक्रिय हो जाएं। आवश्यक उपकरणों की पूर्ण व्यवस्था रखी जाय। यदि कोई भी आवश्यकता हो तो शासन को अवगत कराया जाय। यह सुनिश्चित किया जाय कि मानसून अवधि में आपदा की दृष्टि से संवेदनशील क्षेत्रों एवं पर्वतीय जनपदों में खाद्यान की पूर्ण व्यवस्था हो।
मुख्यमंत्री ने कहा कि उत्तराखण्ड आपदा की दृष्टि से संवेदनशील राज्य है। आपदा से जानमाल की कम से कम क्षति हो इसके लिए सभी विभाग समन्वय के साथ कार्य करें। मौसम विभाग द्वारा मौसम पुर्वानुमान में क्या और सुधार हो सकता है, इस पर विशेष ध्यान देने की जरूरत है। मौसम पूर्वानुमान पहले मिल जाने से जानमाल के नुकसान से लोगों को बचाया जा सकता है। मुख्यमंत्री ने कहा कि सुरकण्डा में डॉप्लर रडार को शीघ्र शुरू किया जाय एवं लैंसडाउन में डॉप्लर रडार की कार्यवाही में तेजी लाई जाय।
