देहरादून-मुख्य सचिव ने कहा कि सरकार दूसरे राज्यों से उत्तराखण्ड लौटने के इच्छुक प्रवासियों को वापस लाने के लिए प्रतिबद्ध है। लगभग 1 लाख 64 हजार लोगों ने इसके लिए पंजीकरण कराया है। अभी तक 7300 लोगों को दूसरे राज्यों से लाया जा चुका है जबकि 8146 को राज्य के भीतर ही एक जिले से दूसरे जिले में भेजा गया है। जो भी उत्तराखण्ड लौटना चाहते हैं, उन्हें वापस लाया जाएगा। थोड़ा संयम और धैर्य रखने की जरूरत है। तमाम तरह की सावधानियां बरतनी होती है। इसलिए एक साथ इकट्ठा सबको नहीं लाया जा सकता है। स्वास्थ्य परीक्षण, वाहनों की व्यवस्था, रूकने की व्यवस्था आदि बातें देखनी होती हैं। सरकार इस काम में दिन रात लगी है। पूरा काम सुनियोजित तरीके से किया जाना है। हरियाणा से 1500 लोगों को निजी वाहन से आने की अनुमति दी गई है। यहां बसें भी भेजी जाएंगी। उदयपुर व जम्मू से 400-400 लोगों को लाने की व्यवस्था की जा रही है। गुजरात व महाराष्ट्र को सूचना दी गई है कि सूरत, अहमदाबाद व पुणे से लोगों को ट्रेन से लाया जाना है। हमारी रेल मंत्रालय से बात हो चुकी है। संबंधित राज्यों को भी रेल मंत्रालय से बात करनी है। उत्तराखण्ड के लोगों को ट्रेन से लाने में जो भी व्यय आएगा, उसका वहन उत्तराखण्ड सरकार द्वारा किया जाएगा। केरल के दो शहरों से भी लगभग 1000 लोगों को लाया जाना है।
भारत सरकार द्वारा विदेशों से भारतीय नागरिकों को लाने की व्यवस्था की जा रही है। इनमें उत्तराखण्ड का व्यक्ति होने पर विदेश मंत्रालय द्वारा हमें अवगत कराया जाएगा। इसके लिए हमने एसओपी तैयार कर ली है।
मुख्य सचिव ने कहा कि पिछले दो दिन से प्रदेश में कोई भी कोरोना पॉजिटिव केस नहीं आया है। वर्तमान में कुल पॉजिटिव केस 61 हैं, इनमें से 39 रिकवर हो चुके हैं जबकि 21 एक्टीव केस हैं। इनमें भी सभी की स्थिति सामान्य है। एक महिला जिसकी मृत्यु हुई है, उन्हें काफी क्रिटीकल हालत में एम्स ऋषिकेश में लाया गया था, बाद में जांच में इन्हें कोरोना संक्रमित पाया गया। परंतु उनकी मृत्यु अन्य कारण से हुई है। अभी तक कुल 7784 टेस्ट की रिपोर्ट प्राप्त हुई है। इनमें से 7723 की रिपोर्ट नेगेटिव आई है। प्रदेश में कोरोना मामलों के दोगुने होने की दर में लगातार सुधार हो रहा है। आज के दिन हमारी डबलिंग रेट 47 दिन है। इस दृष्टि से हम देश के अग्रणी राज्यों में हैं। यहां के कुल कोराना पॉजिटिव मामलों में 85 प्रतिशत पुरूष हैं जबकि 15 प्रतिशत महिलाएं हैं। इसमें भी अधिकांश युवा हैं। इसलिए हमारे यहां रिकवर होने की अधिक सम्भावना है। देश में भेजे गए सेम्पल के सापेक्ष पॉजिटिव केस 3.86 प्रतिशत है जबकि राज्य में यह 0.78 प्रतिशत है। हमारी मृत्यु दर भी राष्ट्रीय औसत से लगभग आधी है। हालांकि ये मृत्यु भी प्रत्यक्ष रूप से कोरोना से नहीं हुई है। अभी तक प्रदेश में कोरोना को काफी हद तक नियंत्रित रखा गया है। हमारे यहां कान्टेक्ट ट्रेसिंग भी प्रभावी तौर पर की गई।
मुख्य सचिव ने बताया कि प्रदेश में 426 चिकित्सक ऐसे थे जिनका आयेग द्वारा वर्ष 2010 से 2015 के बीच चयन किया गया परंतु उन्होंने या तो जॉइन नहीं किया या परिवीक्षा अवधि पूरी नहीं की। ऐसे चिकित्सकों की सेवाएं समाप्त की गई हैं। अब हम इनकी जगह पर चिकित्सकों की नई भर्ती कर सकते हैं। हाल ही में 401 चिकित्सकों को नियुक्ति दी गई है। 467 पदों का अध्याचन भी चयन आयोग को भेजा जा रहा है। आयोग से चयन प्रक्रिया को जल्द पूरा करने का अनुरोध किया जाएगा। इसके अलावा कैबिनेट द्वारा 180 पदों को पुनर्जीवित किया गया था। इन पदों पर जल्द भर्ती कराई जाएगी।
मुख्य सचिव ने कहा कि अभी तक जनता ने पूरा सहयोग किया है। लॉकडाउन-3 में भी हमें जिम्मेवारी का परिचय देना है। मास्क, सेनेटाईजेशन और सोशल डिस्टेंसिंग का पालन करें। वर्तमान में दी गई शिथिलता चलती रहेगी। यदि अनुशासन बनाए रखा जाएगा तो और भी शिथिलता पर विचार किया जा सकता है। कोरोना संक्रमित होने पर घबराने की जरूरत नहीं है।
मुख्य सचिव ने बताया कि प्रदेश में मनरेगा के वर्तमान में 7910 कार्य प्रारम्भ हो गए हैं। इनमें 93 हजार से अधिक लोग काम कर रहे हैं। इनमें एक विशेष बात है कि मनरेगा में 1089 नए श्रमिकों ने पंजीकरण कराया है, इनमें से 850 को कार्य भी दिया गया है। मनरेगा के तहत जल संचय, जल संवर्धन और जल संरक्षण के काम प्राथमिकता से किए जा रहे हैं।
प्रदेश में औद्योगिक गतिविधियां भी शुरू की गई हैं। 4479 उद्योगों को ऑनलाईन अनुमति दी गई है। इन्होंने काम भी शुरू कर दिया है। इनमें 1 लाख 66 हजार श्रमिक, कार्मिक संलग्न हैं। सड़क, रेल, एयरपोर्ट, भवन निर्माण आदि काम शुरू होने जा रहे हैं। इनकी आवश्यकता को देखते हुए खनन का काम भी शुरू कर दिया गया है। जिलाधिकारियों को इसे प्राथमिकता से देखने को कहा गया है।
भवन निर्माण से जुड़े श्रमिकों को लॉकडाउन में राहत देने के लिए दो किश्तों में 1-1 हजार, कुल दो हजार रूपए उनके खातों में ट्रांसफर किए गए हैं। लगभग 1 लाख 98 हजार श्रमिक इससे लाभान्वित हुए हैं।
मुख्य सचिव ने कहा कि सोशल मीडिया में सरकार की तैयारियों के बारे में बहुत सी अफवाहें चलती रहती हैं। लोगों से अनुरोध है कि प्रामाणिक जानकारियों पर ही विश्वास करें। हम पूरी व्यवस्था कर रहे हैं।
मुख्यमंत्री राहत कोष और एसडीआरएफ (स्टेट डिजास्टर रिलीफ फंड) में लगभग 60 करोड़ रूपए विभिन्न संस्थाओं, व्यक्तियों द्वारा जमा कराए गए है। इसका प्रयोग कोविड-19 से लड़ाई में किया जा रहा है। इस राशि का एक बड़ा भाग श्रमिकों व बेसहारा लोगों को भोजन आदि उपलब्ध कराने में प्रयोग किया गया है। बहुत से उद्योगों और संस्थाओं ने चिकित्सा उपकरण उपलब्ध कराए हैं। नेशनल थर्मल पावर कारपोरेशन और पावर फाईनेंस कारपोरेशन ने सीएसआर से राज्य को 12 एम्बुलेंस, 10 हजार पीपीई किट और 10 हजार मास्क देने पर सहमति व्यक्त की है।
